To explore that deeper we need to first ask, “come up for what”? What most are really asking is “why doesn't my site come up at Google when I search for (insert your product/service here)”? How many results were there when you did your search? For example the search for "real estate" brings up over 500 million! 500 million websites that would love to be in the number one position!
Creating a website is not synonymous with being at the top of the search results for whatever phrase you pick. If you were in real estate how would you propose that Google explain to the other 499,999,999 website owners that they chose you to be in first place. You've probably guessed by now. They won't.
How do the search engines determine who will be in what position for a given search phrase? The answer is algorithms. There are several different criteria, most of them secret, that are used to analyze a website's relevancy, popularity and result placement. Even if you could determine their secret method to manipulate your placement they often change this criteria...sometimes every month!
The answer to being visible in the search results is to first choose phrases that don't have 500 million results. Now optimize your site for those phrases. Although a search engine will never tell you how, several techniques can be determined by reviewing sites that already have the placement you want. For instance how much text does their site have? How many times is your targeted phrase repeated in the title, content, meta tags or links. How many incoming links do they have? How many traded (two-way) links do they have?
